I've never played an infiltrator, so I'm asking for some advice, and
wondering if this could possibly be a bug.

This is just ridiculous. An infil should not be able to sit there and
steal gold from the tax vaults with impunity, at the complete lack of
risk of being caught, or even seen.

If an infiltrator's skill is high enough I believe that is something
they could accomplish without a "bug".
