[Discuss] Dictator abusing power

Ok... banning someone from playing a priest altogether is a breach of
inalienable rights. Setting up a system where it is disadvantageous
for any noble to sponsor or building a Temple/cathedral/whatever might
be, but that's grey area as long as it is not forbidden. Endorsing the
pagan wishes of his followers is not the same as doing nothing... but
a ruler stating that he feels the people are not ready to convert to
an organized religion without the consensus and donations of the
nobles would be perfectly in line.
