I would say a belief system which isn't represented by a formal
religion in the game is not a religion, it's a cult. Saying everyone
in the realm must be a member of your cult is contradictory - cults
are small groups of people. If you want to force people to join you,
found it as a religion.

Prehaps it should be made possible to found a religion without
becoming a priest (otherwise you need someone that is a believer, a
region lord and willing to being a priest, which is quite
restrictive). A region lord would build the first temple, but no-one
would be able to join until it had a priest (so, in place of the "Join
this religion" link, you'd have a "Become a priest of this region"
link) - you can't convert people without priests to perform initiation
rituals (the founder initiates the first priest rather informally, and
then it becomes a real religion with real initiations).

This has real life precedent - for example, Henry VIII founded the
Church of England without becoming a priest of it, he just appointed
someone else to perform that role.
