To aid enforcement of that, I suggest new characters automatically
become members of the official state religion when they are created.
(I'm not sure if state religions exist yet, so this might have to wait
until they do.) Generally, most people just accept whatever religion
they were brought up under and never question it. Not being a member
of the state religion should be a concious choice.

The other option is to have new characters become members of the most
popular religion in their home region (if it's on the appropriate
continent) or region they started in (for other continents). Or
randomly chosen from all the religions represented in that region,
weighted by their popularity.
