Can a dictator ban someone for having 9 fingers?

Can he ban someone for having their name have more than 6 vowels in it?

Can he ban someone for having their family home in region X?


For that matter, can a judge in, say, a monarchy?

I myself have wondered, is it against the inalienable rights for me  
to arbitrarily ban a character? I mean, yeah, I know I need to RP it,  
I know it would get big IC reactions, but is it OOC-prohibited?

Personally, I dont think so. Banning for class is illegal. Banning a  
priest of religion X is against game rules so long as you're just  
banning them for being priest of religion X.

But you could ban a priest of region X for damaging region stats. Or,  
heck, for being SUSPECTED of damaging region stats. Why do we need  
solid evidence?

Just my opinions here, but I believe a judge could ban someone for  
having 9 fingers. WOuld it be a WISE DECISION (in IC/RP terms)?  
Probably not. Is it OOC legal? Yeah, I'd say so. Personally, I would  
get some serious laughs out of it if one of my characters got banned  
from a realm for, in the example of my character Onliana, being female.

Just my opinions, though.
