[Discuss] Dictator abusing power

I have been reading the discussion list from some weeks ago, and, at least,
I have not read this issue.

In a tyranny, can dictator force any restriction for member classes?
I mean... a theocracy is clearly a religious government, but in a tyranny,
the dictator can impose his/her own rules (if the members of this realm
doesn't accept it, they can rebel, of course).
If the dictator hates any religion (as character, if she/he roleplay
that)... could be one of these rules banning priests?

I'm not denouncing any situation, only raising an hypothetical case.
