It's not a bug AFAIK.

When you are banned you cannot join the underground. You get a message 
saying "You were just banned. The underground, if it even exists, is staying 
far away from you. You can still join in an open rebellion if one breaks 
out, but otherwise, the clock is ticking." (Not a direct quote, but ti's 
something like that.)
