[Discuss] Banned nobles can't protest

Banned nobles can still rebel. And if the judge really was a "runaway judge", 
the rebellion may have the support of some of the nobles still left. Assuming, of 
course, that the remaining nobles don't support the judge, in which case the 
banned half should just go off and find a new place to call home.
