[Discuss] Banned nobles can't protest

But protesting works by basically having everyone refuse to accept the
judge's power, and so the judge has no power. The judge doesn't need
banned nobles to accept his power. If a banned noble wants people to
listen to him, he has to use his sword and rebel.
