The text on the "Rebel..." page currently says:
"At the moment, you are a loyal troop leader of your realm. You can
join the underground movement, if you feel that the ruler needs to be
replaced.
Membership in the underground is anonymous, but not entirely without
risk: ******Once an open rebellion breaks out, you can no longer
"uninvolve" yourself, and when it's over, whoever wins it will learn
who was loyal and who in the underground.******
In times without open rebellion, you can join and leave the
underground as you wish." (Emphasis mine)
Does the winner get told who was in the underground but didn't rebel
in a message at the end, or does the text need to be updated?
