[Discuss] Weird Secession Question

I think it would have to work the other way around - they'd have to be
elected ruler and then appoint themselves duke (which you can do in
some government types). I'm not sure if there are any types that let
rulers keep their positions on election.

However, I imagine Tom's thought of this and there wouldn't be an
option to secede. It wouldn't make any IC sense. If there is an option
to secede, report it as a bug.
