Well, all OOC bans are reviewed, I think, so yes, they go hand in
hand. It's just what happens while the Titans are reviewing it that
I'm questioning - pausing the character would be better than them
moving to a new realm before they know what's going to happen to them.

No, chars with stupid names should be deleted. If it's stupid enough
for an OOC ban, it needs to be replaced, and the only way to do that
is deleting the character. Different realms shouldn't have different
standards for names, as that causes problems with interaction between
realms - if one realm refuses to RP with "Girlpower" then they're
going to end up refusing to RP with the character's new realm (at
least in any RP that involves that character).
