Not unless someone else decides to accept them after finding the reason they 
were OOC banned.

I was under the impression that OOC banning, and titan reporting, should go 
hand in hand, if for something like multicheating, using someone elses 
account, other stupid things opf that nature. But in cases such as stupid 
names in the Far East, Titan reports are not neccesary.
Pausing someones char for having a stupid name isn't really called for.
