That should be pretty obvious. The intent of the OOC ban option is to
immediately remove a character from your realm due to OOC considerations.
For example: After a recent battle between Perdan and Sirion/Fontan in which
Perdan won a very big victory, we had a new character join from a new
account, and the character's name was "Perden has no bowls". The character
claimed they had once been in Coimbra and deleted their old account, then
created a new account to restart the game. Immediately after starting, the
character started trash talking Perdan. (You guys suck, Fontan's gonna whoop
you, etc.) This is a perfect case for an OOC ban, and it was used on him rather
quickly. The account has since been deleted.

Depends on the person, the circumstances of the ban, etc. In any case, if the
person is doing things IC that deserve a ban (inciting rebellion, questioning the
ruler's/general's competence, etc.), then an OOC ban is not called for.

They don't have to put up with them. If that person joins another realm and
continues to do things deserving of an OOC ban, then the ruler of that realm
can hand down an OOC ban, too. But if the first OOC ban wakes them up and
convinces them that they need to stop that type of behavior, then good for
them. Maybe they will learn to be a better player.
