Not generally...if they're on the FEI, and they just RP the execution
has having never happened, or don't RP about it at all, that *might*
be grounds.
Otherwise, if they're roleplaying themselves as having come back to
life, they can probably be IC banned either for the crime they were
executed for, or for black magic and necromancy.
If they're roleplaying themselves as being the child of the executed
noble, then I doubt there's much you can do to them, IC or OOC,
unless your realm is already suspicious and heavy-handed enough to
ban someone for being in the same family as a traitor...
