True. But it has been said that, with enough military presence, a
region won't revolt. I don't think anyone has ever said what "enough"
is, though.

Perhaps this is also the difference between Taselak and Umkinnu - did
Sandalak keep more army in the city longer, while only sending a
couple people to Umkinnu?

Just a speculation. ;P
