Yeah, it's a pain. I was there, too: Ikalak had Toren Stronghold and
Bieth, and neither ever raised above 1% loyalty and morale long
enough to give any money in taxes. They turned out to cost us far
more than they were worth to us, at least partly because we kept
hanging rebels to raise control (which made the people hate us).
It's *supposed* to be hard. If you make the people hate you, you
can't expect to just kiss the survivors on the head and say, "There,
there, it's all better now," and have them smile and go happily back
to work in the morning. If your strategy is to loot regions rogue,
then rogue they are likely to stay. At least you've denied your
enemies the use of them.
