They would at least be able to do PW. In the SI's to stop a region going
rogue you have to sit your entire army there and wait for loyalty to rise,
on account of not being able to raise control through PW.
If you fight on the SI's, that's what you have to deal with. If you get the
pathetic job of looking after a destroyed region, and you don't want it...
tick the refuse lordship position box in paperwork, tell your general his
strategy sucks, or step down.
