Same thing that can be done every time someone comes to this list
complaining about a region's statistics being poor - read the region
report. It will tell you what the problem is. You will have to fix
those problems before you'll have much chance of repairing the region
- if the problem is that they hate you, you'll just have to leave them
alone for a bit. Place some militia so they don't revolt and carry on
with the war.
