[Discuss] possibly more battle bugs?

I've heard a few whispers of units retreating when they shouldn't... 
here's an example.  Viceguard Infantry was set not to retreat until 80% 
casualties, they have two banners, 90% morale, and 44% cohesion.  Yet 23 
hits of archer fire make them panic?


Close Combat:
3 Vice banners are visible in the melee.
The attackers crowd around the outnumbered defenders - Overkill!
Blackguard (1) score 95 hits.
Viceguard Infantry (8) score 268 hits.
Sotrebar Vicelords (5) score 72 hits.
Crimson ArchKnights (11) score 30 hits.
Total hits suffered: Attackers: 30, Defenders: 330 (435 before overkill)

The defenders are vastly outnumbered, and panic spreads throughout their 
ranks.

Blackguard (1) take 30 hits in close combat, which cause 1 casualties, 
making the unit retreat from the battlefield.
Viceguard Infantry (8) take 23 hits from archer fire, which cause 1 
casualties, causing panicked flight among the survivors.
Crimson ArchKnights (11) take 330 hits in close combat, which cause 9 
casualties, causing panicked flight among the survivors, 1 additional 
men get slaughtered during the retreat.
Total casualties: 2 attackers, 9 defenders

Attacker Victory!

The battle does some damage to the local infrastructure. Production 
falls 11 %.
