I think of it the other way around: it's logical IC to be able to
punish them for disobeying; the only reason not to is because of the
OOC knowledge that they didn't have a chance to get the orders.
Once you know OOC that they *did* get the orders, you can punish them
for not following them.
Of course, the discussion at hand is about changing that last part...
