I would imagine it goes into the pocket of the bank clerk as their
wages. The game's economy is more complicated than it first appears,
so it is possible that those wages are taxed as part of the city's
taxes, but even then it would only be 12% (or whatever) of 1 gold,
which isn't really worth the bother.
