[Discuss] Changing the definition of cheating

I like this idea, especially as a new player. Every so often, something
will pop up here (i.e. the capital movement issue) which I thought would
have been perfectly fine, and I hear that it was considered abuse.
(shakes head) Very confusing.
However, just because it's not defined as cheating, doesn't mean there
can't be IG repercussions for it. Let's take the capital move. So,
let's say it's not cheating now, and we have the same situation. There
are no OOC issues, but IG, some realms might go "This is extremely
dishonorable, we will side with your enemies in order to punish such
unnoble behavior."
Obviously, not everyone will do this, but it opens up politics as being
more important. Negotiations with other rulers to the effect of, "What
will you do if we try this?", risking them warning your intended victim,
or going in blind and risking several war declarations.
