The inalienable rights cover inactivity, and Tom said they're not
going anywhere. Strategic capitol moves will cease to be an issue once
recruitment is handled at the duchy level (see other thread). As for
realm mergers, I think they should be allowed, but it should be the
decision of the dukes ("Declare duchy part of neighbouring realm..."),
not the ruler (unless they are a duke). That's already vaguely
possible for non-capital duchies, but I suggest it be possible (and
easier to do) for all duchies.
