I agree that micro-management is bad, but would allowing a transfer of 
smaller amounts really increase any of that sort? Just adding 1 and 
maybe 5 to the bond transfer menu would suffice. The bank system 
argument is nice, but I think losing that would be a small price to pay 
for what smaller transfer amounts could add to the game and the bonds 
system is the easiest way to add that.

Maybe give it a try in the testing branch and see if it gives any 
troubles? It should be an easy addition that's just as easy to remove.
