[Discuss] Changing the definition of cheating

I've had something on my mind for a long time now. I've held back on it
for various reasons, but I think it's time we discuss it.
I'm thinking about changing the way we define "cheating" or "abuse".
Basically, I'm thinking about saying something like:
If the game mechanics allow it, and you know that it's not a bug, then
it isn't cheating.
Now, this is only a thought right now, so don't quote me on it. It also
needs some refinement, because we have the inalienable rights and
they're here to stay, and we have a few other things (like the OOC
banning function which is clearly marked and explained as being allowed
for OOC abuses _only_). But as a general direction, it would solve all
capital move, realm surrender/merger and other crap right there. If I
don't want to see it happen, I'll add code to prevent it. Yes, that
means the game mechanics will become more complicated. We also might
have to add a list of things that are not allowed, but we can't disable
them in the game code (like the OOC banning example).
But it's still something I'm thinking about.
