I don't think anyone was suggesting *reliable* time factors--just
make the time the previous realm had owned the region *a* factor in
the length of time a claim exists (though for all I know, is is a
factor...)
Does it, for instance, make much sense for a region to have a claim
from Realm A, which TOed it from rogue three days before it was taken
by Realm B, last for several weeks?
