[Discuss] Suggestion: Claims length v. Realm existence

Honestly, none of us are or want to be that well-versed in game mechanics - 
the solution we used made sense, even if it didn't reward us terribly well 
in game terms, and I don't think anybody on our council is clever enough to 
figure out a sequence of events like that, much less come up with an IC 
explanation for it. I guess my question is:

- Is the parent realm of a secessionist supposed to get a claim on the 
seceeded realm, and if not,
- Could the length of the time a destroyed realm maintains its claims take 
into account the length of time the claimant realm actually existed (or, at 
least, held that particular region).
