[Discuss] Suggestion: Claims length v. Realm existence

I believe the duchy follows their duke in a secession, but regions near also 
have a chance of following the secession; it's not the duke that decides to 
keep his city if the peasants have just decded they'd actually rather not be 
ruled by that realm after all.
