[Discuss] Suggestion: Claims length v. Realm existence

I don't think cities should join a new realm of their own volition.
Before the duchy system was introduced, cities just took neighbouring
regions with a random chance, but now it should just be the duchy that
goes with the city. I'm not sure if that's been implemented or not, so
I'm not sure if it's a bug report or a feature request...

You could have offered to let him remain duke of the city, under your
realm's control. However, I'm not sure how you'd transfer the city, as
you have to be at war to do a TO.

Prehaps the "You can't surrender the capital" rule should be removed.
For a start, the person doing the surrendering is the duke, not the
ruler. If they want to betray their realm and surrender their city,
why should they care that it's the capital? A ruler surrendering the
capital doesn't make much sense (unless they are also duke and want to
keep the title), but a duke surrendering makes perfect sense.
