[Discuss] Suggestion: Claims length v. Realm existence

I thought the parent realm got a claim on a seceded city, did that
change? (I remember some complaints about it)

Common sense would suggest the parent realm should have a claim, and
it would also fix this problem, as taking back the city would end up
no claims on it. The issue with not being able to appoint lords
shouldn't be an issue at all, as the city already has a duke (you
don't lose the duchy when you become ruler, do you?). If the duke
loses his position for some reason, the new realm should be in a lot
of trouble, so that's fine.
