[Discuss] Suggestion: Claims length v. Realm existence

Here's a quick suggestion:
The length of time an unresolved claim lingers on a region when the realm in
question has been destroyed should correlate at least in part to the length
of time the realm with the claim existed.
This is self-serving (Lasanar) so there's bias, but bear with me: two realms
have been fighting it out for ages and one finally conquers the other
entirely. It should take a bloody long time before they are able to exert
full authority over the conquered lands, because a significant portion of
the populace is waiting for the second coming of realm B, hoping against
hope, et cetera.
In the case of a secession, however, we've ended up with a region claim on
two cities that has now existed longer than either of the secessionist
realms in question. Realm B seceeded from Realm A and took with it two
cities, and then city #2 seceeded from B. Both were retaken in the space of
a month.
This isn't a huge deal as, unlike a proper war against another realm,
there's zero possibility that anyone is going to show up and actually make
good those claims (so we can just wait it out) but it's tough to explain
through RP why it took us x weeks to assemble a military force to take two
cities but x*2 weeks to actually have a working government there.
