[Discuss] Moving the Capital

I was under the impression that it had been, in the cases in question.

There was considerable tension between the realms, including a  
dispute over a treaty and a couple of regions.  The capital was  
moved.  *As soon as* the damage to the regions was repaired, the  
realm went to war.

I would think that in order to have more certain proof than that,  
you'd need a confession, and how many people do you think you'll get  
a confession out of once they've been accused of abuse (aside from  
Vinnie, I mean)?

But...you *did* lightning bolt them.  If not for the turn-change bugs  
that were still not fixed at the time, they would have had to elect a  
new ruler, and the one that was there would have spent at least a day  
wounded.  As it was, he spent mere hours wounded.

And we're not saying, "You should delete all the characters involved,  
and ban the players from ever playing again!"  All we're asking is  
that the effects of the *apparent* abuse be reversed.

And finally, I would quote for you your own email on the subject,  
sent just before you lightning bolted the rulers of Luz de Bia and Sint:

were prompted by likewise massive changes in what the country looked  
like. _None_ of them was made for strategic reasons.


The "recruitment only in the capital" rule is very obviously an OOC  
rule. It is even explained in the FAQ as to why it is there (game  
balance). Moving the capital in order to have less distance between  
frontlines and recruitment centers is one of the most obvious OOC  
abuses I can think of. You absolutely _can_ _not_ justify it without  
reference to OOC reasons.

Now moving the capital because, say, your realm has conquered vast  
amounts of lands and the old capital is on the edge and the new more  
central - that's what the option is for."

The move was made from a relatively central location to the far  
eastern edge of the realm, from the city that had been the capital  
since the founding of the realm to one that had changed hands several  
times, on a border that was known to be about to have a war.  If not  
for the OOC restriction of recruiting in capitals, it would have been  
a truly boneheaded move...the chance of the capital being taken in  
the war should far outweigh any IC benefits to be gained.

By your own words, there are *no* reasonable IC excuses for them to  
move the capital to the border.  So why is it against "innocent until  
proven guilty" to simply move the capital back?
