Sure, but that is not the *military* aspect, that's the sociopolitical one, 
which has cultural connotations to it (for example, forcing a realm to move 
out of their namesake city on the EC would be a symbol of humilitaion, or at 
least in any well RPed realm).

You should not force a realm to move their capital because it's got the army 
in it. Find other reasons. Be creative.
