You still don't get it, do you?

Just because I don't shoot people the first time they do something bad 
doesn't mean it's ok. It especially doesn't mean you can count on it. If 
I have proof or am reasonably sure that the abuse was intentional, I am 
far less friendly. If I know someone abused the game thinking he won't 
get punished because it's his first time, I will come down on him very, 
very heavy and quickly.

...and I didn't say you can exploit everything once. I said you are 
entitled to one mistake. If I find the same person doing various abuses, 
the "but this was my first murder, everything else was robbery!" excuse 
won't work.

I don't interfere with the game unless it is absolutely necessary, and 
if so I try hard to make changes that affect everyone equally.

You and I have different concepts of punishment and guilt. I truly 
believe in guilty until proven innocent, with the crucial word being 
"proven" as opposed to "suspected".
