[Discuss] Moving the Capital

Question: Would it be considered abuse to force a surrendering realm to 
move it's capital away from the "front" without any real reason besides 
making it farther away for troop recruitment purposes?  (No, this is not 
based on the ASI/Abington negotiations, which are different, although 
that is certainly what inspired the question)?

It would certainly seem to be, given the previous discussions, but I 
just wanted to clarify.
