Another thing to think about, which would circumvent this, would be to
Inform the Rulers, whomever they may be of their status, as moving
capital is related to the job, not the player. One offense would cause
a 6 month probationary test on that account, and regardless of who was
king if it was tried again it would incur a more severe punishement
for the entire realm, such as rampant loss in morale or hits to the
infrastructure of the cities in question.
