So the *first* time a particular person moves their capital, they get
a warning, no actual punishment, and they get to enjoy the benefits
of their abuse...
How many times do you think it will even be beneficial to move a
capital? How many times *within a particular ruler's reign*?
I completely understand the concept of a warning. However, I would
say that for something like moving a capital for purely strategic
reasons, there needs to be more done than just a warning. I think
the ideal thing to do would be to warn them, *then move the capital
back*. That would get the point across, and ensure that no one
benefits from abuse.
The way it is now seems to me to invite abuse, if everyone knows that
they can move their capital and just suffer a few days of wounding,
then be able to recruit on the front for the entire war.
