[Discuss] Moving the Capital

That's an easy one.  If the movement is to be able to recruit closer  
to the front, that's not allowed.  Period.  End of story.

If it's for centralization, cultural/religious/political reasons, or  
to move the capital *away* from the front (so it can't get captured),  
that's fine, as far as I understand it.

By the way, in case anyone cares, the people on Beluaterra who  
recently moved their capitals are still benefiting from it, even  
though it's clearly an abusive exploit.  The punishment (a lightning  
bolt which removed the ruler from his position for less than half a  
turn) wasn't even close to being a deterrent.
