[Discuss] Moving the Capital

Is the movement of the capital for purely strategic
regions condemned as well? 

I have personally experienced dozens of capital
movements, mainly in EC, purely for strategic
purposes. Effectively most if not all realms have
moved their capital more than once. And they had
always gained important strategic advanatges over the
enemies. However I remember that sometime ago I had
read was it in this list or in the old wiki?) that
moving the capital around just to get such advanatges
(faster recruitement, shorter distances to the war
front, better region management etc)is not allowed.
