Authoritative answer on this (and someone _please_ update the Wiki):

Under the new system, there are three conditions under which government 
members and lords lose their job:

* They leave the realm, for whatever reason (e.g. banning, secession, 
joining another realm, etc.)
* They leave the game or island for whatever reason (e.g. delete, death, 
emmigration, etc.)
* The character gets paused (including auto-pause)


Since the system is new, there will probably a few loopholes of the kind 
discussed here. They will all be addressed in due time.
