It's not, probably because what you're thinking of (a ruler removing a
region lord) comes through disputing the region lords claim to nobility -
it's not just a "remove titles" option. A duke wouldn't be able to publicly
dispute somones nobility - not least because that noble could just go to
aother duchy and be fine.
