What if it's an individual who's taking out a contract?  What if it's  
a rebel faction within the realm--or the realm doesn't even *have*  
any infiltrators?

There are so many reasons that being able to accomplish functional  
money transfers within the guild without affecting debt (or a way of  
managing debt) is important to being able to run anything remotely  
like that.
