But how do you determine which realm you're attacking? Messing with
road signs in my realm to slow down an invading force is attacking the
enemy, so should gain experience. Messing with road signs in an enemy
realm when the only people around at my own realm, shouldn't gain
experience.

I can't see how the code can reliably tell who is the intended target...
