[Discuss] CTO in townslands

Are you sure Drachenwald even had a townsland? All the regions I
remember them having (other than Tarasac) are mountains. In fact, a
quick look at the wiki shows Nazia, a mountainous region, was their
capital before Tarasac (see
http://wiki.battlemaster.org/index.php/Drachenwald/Nazia).

Can mountainous regions still be capitals? If not (as I suspect), how
long ago was that changed?
