Rejected. Skills are intentionally not hard values. Every number you get 
in-game is only an estimate.

This is actually a realism thing, like Matt posted. Quick, how good 
exactly is your (Tyler's) skill in English? See, skill values are 
abstractions, and even grades such as "good", "very good" are subjective.
