[Discuss] Retreat Percentage

Your first example sounds correct - it's unlikely for anything other
than a very highly trained and cohesive group to obey orders to stay
until only 1 in 5 of them are left.

Your second example sounds like a bug - from what Tom's said, they
should always obey the order to retreat if they reach that point in
the battle.
