[Discuss] Feature request - remove council member from power

It seems a little odd that rulers can appoint council members but not
fire them. It's not like their a feudal position, they're just a job,
your boss should be able to fire you.

Having someone stab them in the back works for some situations, but
sometimes you might want to publicly remove them for various political
reasons, but don't want to admit to hiring infiltrators.
