It was to remove the problem of bench warmer rulers. The ones that just held 
the position for two days, then stepped down so the old one could come back.

There are parts of the system that are not yet implemented that would allow 
someone else to more easily take over while they were wounded/in prison. 
Right now, you are criticizing a half-implemented system.
