[Discuss] Feature request - remove council member from power

In case you haven't followed recently:

1. Until recently when it was readded to a certain extent, infils did NOT 
remove people from positions

2. Your average noble needs protests powers, not infils, since he's too poor 
to really hire one for an extended amount of time

3. Many people aren't rulers or leaders.
